Open Positions

1. Desalination Expert / Procurement & Contract Management Expert

Support the preparation, procurement, and supervision of desalination infrastructure investments across the MENA region.

Assignment

  • Home-based assignment with 2–3 missions within the MENA region.
  • Up to 80 working days over an implementation period of 1–2 years.

Main Responsibilities

  • Prepare and review Terms of Reference, technical specifications, tender documents, and procurement packages.
  • Support tendering, bid evaluation, and contract award processes.
  • Review technical and financial proposals.
  • Support contract management and supervision of desalination infrastructure works.
  • Monitor compliance with technical specifications, quality standards, and contractual requirements.
  • Support testing, commissioning, acceptance, and handover of facilities.
  • Advise on operational performance, maintenance, and sustainability of desalination systems.

Requirements

  • University degree in Water, Environmental, Civil, Mechanical or Process Engineering, or a related discipline.
  • At least 10 years of professional experience in desalination and/or water treatment projects.
  • Proven experience in preparing and evaluating tender documents and Terms of Reference for desalination related infrastructure.
  • Strong experience in procurement support, contract management, and supervision of desalination infrastructure works.
  • Experience in donor-funded technical assistance projects is highly desirable.
  • Excellent command of English. Knowledge of Arabic is an advantage.
  • Previous professional experience in the MENA region is an asset.

2. Water Utility Reform Specialist / Public Utility Mergers & Governance Expert

Support institutional reform processes and the assessment of merger scenarios involving public water utilities in Jordan, including governance arrangements, organisational structures, staffing, business planning, and institutional development.

Assignment

  • Home-based assignment with 2–3 missions to Jordan.
  • Up to 60 working days over an implementation period of 1–2 years.

Main Responsibilities

  • Assess organisational structures, governance models, staffing, mandates, and operational processes.
  • Develop and compare alternative merger and restructuring scenarios.
  • Analyse the legal, financial, human resources, governance, and operational implications of each scenario.
  • Support the preparation of business-planning inputs.
  • Propose interim and long-term organisational structures, authority matrices, and HR transition measures.
  • Prepare a merger roadmap and policy brief.

Requirements

  • Master’s degree in Water Resources, Environmental or Civil Engineering, Public Administration, Management, Economics, or a related field.
  • 10–15 years of professional experience in water utilities or public-sector institutions.
  • Proven experience in utility reform, corporatisation, restructuring, mergers, or institutional transformation.
  • Strong knowledge of governance, organisational development, tariff systems, business planning, and utility performance.
  • Excellent analytical, advisory, and communication skills.
  • Excellent command of English. Knowledge of Arabic is an advantage.
  • Previous professional experience in the MENA region is highly desirable.

3. Energy Efficiency Specialist – Water Supply Systems

Provide technical guidance, specialist input, and quality assurance for energy audits of water supply systems in Jordan, including pumping stations, transmission networks, and distribution systems.

Assignment

  • Home-based assignment with 2–3 missions to Jordan.
  • Up to 100 working days over an implementation period of 1–2 years.

Main Responsibilities

  • Provide technical guidance to energy audit teams.
  • Review energy audit reports, calculations, assumptions, and recommendations.
  • Assess water supply system performance and identify energy-saving opportunities.
  • Advise on pumping systems, transmission networks, distribution systems, and operational optimisation.
  • Support the validation of major energy efficiency measures.
  • Provide market, technology, cost, and international best-practice insights.
  • Ensure that proposed measures are technically robust, feasible, and implementable.

Requirements

  • Master's degree in Water, Electrical, Civil, Mechanical Engineering, or a related discipline.
  • At least 10 years of professional experience in urban, municipal, or public drinking water supply systems.
  • At least 10 years of experience advising water utilities on the design and/or operation of water supply systems.
  • At least 6 years of experience in the technical review of drinking water systems, water distribution network performance assessment, and operational optimisation.
  • Demonstrated experience in energy audits and energy efficiency within water utilities.
  • Excellent command of English. Knowledge of German or Arabic is an advantage.
  • Previous professional experience in the MENA region is highly desirable.

4. Energy Efficiency Specialist – Wastewater Systems

Provide technical guidance, specialist input, and quality assurance for energy audits of wastewater facilities in Jordan, including wastewater treatment plants, pumping stations, and associated treatment processes.

Assignment

  • Home-based assignment with 2–3 missions to Jordan.
  • Up to 100 working days over an implementation period of 1–2 years.

Main Responsibilities

  • Provide technical guidance to energy audit teams.
  • Review audit reports, calculations, assumptions, and proposed recommendations.
  • Assess energy use and performance in wastewater treatment systems.
  • Advise on treatment process optimisation, aeration systems, sludge handling, pumping systems, and other energy-intensive processes.
  • Support the validation of major energy-saving opportunities.
  • Provide insights on treatment technologies, market trends, costs, and international best practices.
  • Ensure that proposed measures are technically sound, cost-effective, and operationally feasible.

Requirements

  • Master's degree in Chemical, Water, Environmental Engineering, or a related discipline.
  • At least 10 years of professional experience with city-scale sewer networks and wastewater treatment plants.
  • At least 10 years of experience advising wastewater utilities on the design and/or operation of wastewater treatment systems.
  • At least 6 years of experience in wastewater process performance evaluation, system optimisation, and performance improvement.
  • Demonstrated experience in energy audits and energy efficiency within wastewater facilities.
  • Excellent command of English. Knowledge of German or Arabic is an advantage.
  • Previous professional experience in the MENA region is highly desirable.
