Open Positions

1. Water Utility Reform Specialist / Public Utility Mergers & Governance Expert

Support institutional reform processes and the assessment of merger scenarios involving public water utilities in Jordan, including governance arrangements, organisational structures, staffing, business planning, and institutional development.

Assignment

  • Home-based assignment with 2–3 missions to Jordan.
  • Up to 60 working days over an implementation period of 1–2 years.

Main Responsibilities

  • Assess organisational structures, governance models, staffing, mandates, and operational processes.
  • Develop and compare alternative merger and restructuring scenarios.
  • Analyse the legal, financial, human resources, governance, and operational implications of each scenario.
  • Support the preparation of business-planning inputs.
  • Propose interim and long-term organisational structures, authority matrices, and HR transition measures.
  • Prepare a merger roadmap and policy brief.

Requirements

  • Master’s degree in Water Resources, Environmental or Civil Engineering, Public Administration, Management, Economics, or a related field.
  • 10–15 years of professional experience in water utilities or public-sector institutions.
  • Proven experience in utility reform, corporatisation, restructuring, mergers, or institutional transformation.
  • Strong knowledge of governance, organisational development, tariff systems, business planning, and utility performance.
  • Excellent analytical, advisory, and communication skills.
  • Excellent command of English. Knowledge of Arabic is an advantage.
  • Previous professional experience in the MENA region is highly desirable.
