For the ongoing GIZ-funded project "Strong Water Utilities in Jordan", GITEC-IGIP GmbH is seeking three national experts to join an Expert Pool on Organisational Development and Water Utility Management.
The experts will support the institutional strengthening of the Jordanian water sector, with a particular focus on the organisational transformation of water utilities in the Southern Governorates. The assignment forms part of the Strong Water Utilities in Jordan project, which aims to strengthen the performance of Jordan's water institutions in reducing water losses, improving energy efficiency, enhancing wastewater management, and strengthening water service delivery.

Key Responsibilities
- Support the implementation of the management contract between regional water utilities and the Water Authority of Jordan (WAJ).
- Advise on organisational development and institutional strengthening of water utilities.
- Support business planning and strategy development.
- Conduct organisational, financial and operational assessments.
- Advise on human resources management, workforce planning and organisational restructuring.
- Support the development of organisational structures, governance arrangements, responsibilities and reporting lines.
- Contribute to project monitoring, reporting, training and capacity development activities.
Required Qualifications
- University degree, preferably a Master's degree or equivalent, in Business Administration, Human Resources Management, Management and Leadership, or a related discipline.
- Excellent command of English at C1 level.
- Knowledge of Arabic at B2 level or higher.
- At least 10 years of professional experience in the water sector.
- At least 3 years of professional experience in organisational development within the last 15 years.
- At least 5 years of professional experience in business planning, strategy development, financial assessment, human resources management and training.
- At least 4 years of professional experience in the MENA region, including at least 2 years in Jordan.
- Experience working with water utilities is highly desirable.
