Project Overview

The KWSP-2 project aims to strengthen Khulna’s urban water infrastructure by constructing new water treatment plants, impounding reservoirs, and distribution networks across existing and newly served areas. The system will integrate District Metered Areas (DMAs) and introduce Supervisory Control and Data Acquisition (SCADA) for real-time monitoring and smart operation of both surface and groundwater systems. The project also includes installation of solar power systems for energy efficiency and the enhancement of KWASA’s institutional capacity in network operation, water quality management, and financial sustainability.

1️⃣ Water Treatment Plant Specialist (International Consultant)

Assignment Duration: 10 months (Home-based with some visits on site) 

Tasks and Responsibilities:

  • Supervise construction of water treatment plants to ensure performance at the desired level.
  • Test materials per standard procedures for WTP works.
  • Review and correct (if required) the WTP design including pumping stations and hydraulic modeling.
  • Conduct required surveys and investigations.
  • Ensure climate resilience considerations in design.
  • Review and correct (if required) technical specifications and support GIS mapping.
  • Check and certify contractor payment certificates.
  • Assist contractors in preparing O&M manuals.
  • Support bidding, bid evaluation, and contract award for WTP (if required).
  • Conduct capacity building and training programs.

Qualifications and Experience:

  • Master's degree in water, mechanical, or civil engineering (or relevant discipline).
  • 20 years of experience in water supply projects.
  • 15 years of experience in design or supervision of water treatment plants.
  • At least 5 years of international experience in WTP projects.
  • Preferably with work experience in Bangladesh and/or other South Asian countries.
  • Experience in ADB or similar donor-funded projects is preferable.
  • Strong communication skills and ability to support training programs.

2️⃣ Electro-Mechanical and Instrumentation Specialist (SCADA Expert)

Assignment Duration: 8 months  (Home-based with some visits on site) 

Tasks and Responsibilities:

  • Supervise construction of electrical and SCADA-related works to ensure system performance.
  • Test SCADA materials according to relevant standards.
  • Prepare/review electrical and SCADA designs; revise if necessary in coordination with KWASA.
  • Conduct necessary surveys and investigations.
  • Ensure climate resilience in SCADA implementation.
  • Review and correct specifications; support GIS mapping.
  • Certify contractor payment certificates.
  • Assist in preparing O&M manuals for SCADA systems.
  • Support bidding, bid evaluation, and contract award for SCADA (if required).
  • Conduct capacity building and training programs.

Qualifications and Experience:

  • Master’s degree in Electrical Engineering or relevant discipline.
  • 20 years of experience in water supply projects.
  • 15 years of experience in design or supervision of SCADA networks.
  • At least 5 years of international experience in SCADA projects.
  • Preferably with work experience in Bangladesh and/or other South Asian countries.
  • Experience with ADB or other donor-funded projects is preferable.
  • Strong communication and training support skills.
