Sustainable Land Management (SLM) VI – Ethiopia

Background 

GITEC-IGIP GmbH (GITEC) is contracted by the Ministry of Agriculture, represented by the DNRM/SLM Directorate, for the provision of consulting services for the “Sustainable Land Management Programme of Ethiopia”. The FC module is funded by German Financial Cooperation with Ethiopia. The consulting contract of the Implementation Support Consultant (IC) for FC-funded SLM III has expired on 30 March 2025, and its extension, SLM VI has started as of 01 April 2025. 

SLM VI is part of the larger, multi-donor funded Sustainable Land Management Programme (SLMP) in Ethiopia, implemented by the Government of Ethiopia and its development Partners since 2009. The SLMP operates under the high-level country-wide investment framework, Ethiopian Strategic Investment Framework (ESIF). The ESIF sets the key priorities for SLMP investments in the country, describes the strategy to scale up SLM, and defines the approaches and mechanisms for coordination and M&E. The development objective of the SLM programme is to reduce land degradation in agricultural landscapes, to stabilize and restore parts of the affected landscape and to improve the agricultural productivity of smallholder farmers leading to the protection and/or restoration of ecosystem functions and improved food security. 

The KfW-funded SLM VI programme focuses on the implementation of integrated watershed and landscape management at grass root level implemented in 3 Regions (Amhara, Oromia, Tigray), 16 Major Watersheds, 17 Woredas, and 177 Micro Watersheds covering around 210,660 ha, and mainly supports Components 1 and 4 of the harmonized SLM programme framework:

  • Component 1: Integrated Watershed and Landscape Management with its two sub-components; (1) Sustainable Natural Resource Management in Public and Communal Lands, and (2) Homestead and Farmland Development, Livelihood Improvements and Climate Smart Agriculture.  The objective of this component is to support scaling up and adoption of appropriate sustainable land and water management technologies and practices by smallholder farmers and communities in the selected watersheds/woredas. This objective is sought to be achieved through the financing of demand-driven subprojects aimed at the introduction of tested watershed management practices such as land and water conservation, afforestation/reforestation, rehabilitation of degraded areas, protection of ecologically critical ecosystems, conservation agriculture such as no-/low tillage, agro forestry, climate-smart agriculture, and pasture management. 
  •  Component 2: Institutional Strengthening, Capacity Development and Knowledge Generation and Management. GIZ works down to woreda level in this system and hence covers most of the capacity building tasks in the project woredas.
  • Component 3: Rural Land Certification and Administration. This component was and is supported by other donors within the overall programme framework so that no activities are foreseen under this project.
  • Component 4: Project management component. This component supports the establishment of appropriate project management structures at all levels and fully engaging the structures for smooth and effective execution of the project. Activities include improvement of project planning, coordination, technical support, procurement of goods and services, financial management, and indicator related reporting based on a result and impact monitoring and evaluation system of the project.

The main focus of the consulting services for the SLM programme is on the overall project management as well as financial management of the FC funds (disposition fund account). 

Following the formal closure of SLM III (which already included the preparation of multi-year development plans for the SLM VI programme), the implementation of SLM VI has immediately started. The SLM VI programme is being implemented in the same target areas of SLM III, with similar activities for managing watersheds.

Main Responsibilities

  • Guide and support the Programme Coordination Unit and regional/woreda-level teams in project implementation.
  • Lead planning and implementation of project activities under Components 1 and 4.
  • Oversee financial management, procurement, and reporting of the disposition fund (EURO and ETB).
  • Coordinate short-term experts, workshops, and procurement processes.
  • Supervise project implementation tracking, reporting (monthly, quarterly, semi-annual), and monitoring systems.
  • Ensure application of environmental and social safeguards as per project’s ESMF.
  • Maintain liaison with the Ministry of Agriculture, KfW, regional implementers, and GIZ SLM programme counterparts.

Required Qualifications

  • Master’s degree in Natural Resource Management or related field.
  • Additional qualifications in economics, financial management, or related fields are an asset.
  • Minimum 15 years of professional experience, including:
    • Leadership in rural/agricultural or NRM investment programmes.
    • Experience in financial management and procurement of donor-funded projects (especially KfW).
    • Long-term experience managing FC projects, ideally in East Africa.
    • Expertise in integrated watershed management, participatory planning, M&E, and income-generating measures.
    • Experience in buffer zone development near protected areas is an advantage.
  • Excellent communication, intercultural, and report writing skills in English.
