Project Overview:
The CiRes project aims to integrate climate and disaster risk management into Ecuador’s urban development policy and planning at national and local levels. It supports four pilot cities and national institutions (MIDUVI, MAATE, SNGR) to improve governance, coordination, and implementation of resilient urban strategies.

- Master’s, German Diplom or equivalent in Architecture, Civil Engineering, Urban Planning or related field

- 10 years of experience in sustainable urban development and strategic planning
- 5 years experience in integrated disaster risk management in urban development
- 8 years experience in architecture or engineering related to urban contexts
- 8 years of country experience in Ecuador - Key Expert 2: Climate Change Adaptation (National) – 147 expert days
- Master’s, German Diplom or equivalent in Engineering, Environmental Sciences, Meteorology, Natural Resources Management, Climate Change, or Geography
- Spanish C1 (8/10 points), English B1 (2/10 points)
- 8 years of professional experience in climate adaptation or response to climate impacts
- 4 years in urban resilience measures
- 3 years in gender-sensitive climate adaptation
- 5 years of experience in the Andean region - Key Expert 3: Disaster Risk Management (National) – 147 expert days
- Master’s, German Diplom or equivalent in Engineering, Environmental Sciences, Natural Resources Management, Geography, DRM or equivalent

- Two experts: one MSc in Civil Engineering; one MSc in DRM - Spanish C1, English C1 - Civil engineer: 5 years in public infrastructure, hydrology, NBS - DRM expert: 5 years in multi-hazard risk analysis, tools, and strategies - Pool 3: Urban Resilience (National) – 356 expert days
- Six experts: MSc in Urban Development, Risk Management, Gender/Social Policy, Public Administration, Data Governance, or Education - Spanish C1, English B2 - 5 years relevant professional experience in Ecuadorian institutions - Pool 4: Communication and Data (National) – 92 expert days
- Two experts: one in Data Science/IT; one in Graphic Design/Media/Communications - Spanish C1, English B2 - 3 years in institutional data systems, software, communication and design
