Project Background
This consultancy supports the GIZ Montañas II program in developing and testing business models and green finance mechanisms for the conservation, restoration, and sustainable use of high Andean wetlands in Ecuador, especially in Ramsar sites and their surrounding landscapes.
Key Long-Term Expert Positions (30 months)
1. National Advisor on Livelihoods, Green Finance and Private Sector Cooperation
- Input: 22 person-months
- Work Mode: Hybrid (Quito-based with regional travel)
- Qualifications:
- Master's degree in economics, finance, business administration or related field (preferably with environmental focus)
- Minimum 6 years of experience in value chain development, biodiversity-based supply chains, and sustainable business models
- 5 years in developing business and finance plans, working with the private sector, diaspora financing, and project financing
- 5 years in innovative financing mechanisms for conservation
- 8 years of experience in the Andean Highlands region
- 5 years in development cooperation and 1 year in collaboration with GAD
- Fluency in Spanish (C2) and English (B2)
2. National Advisor on Project Management and Capacity Building for Sustainable Agriculture
- Input: 22 person-months
- Work Mode: On-site (Quito, with regional field missions)
- Qualifications:
- Master’s degree in project management, agribusiness, rural development or related field
- At least 5 years in sustainable agriculture business models, producer organization, and value chain development
- 2 years delivering training to rural organizations (marketing, cultural identity, etc.)
- 2 years delivering training in conservation and restoration practices
- 6 years of experience in the Andean Highlands
- 4 years in development cooperation and 2 years working with GAD
- Fluency in Spanish (C2) and English (B2)
3. Local Advisor for Agriculture and Nature-Positive Business (based in Cñar)
- Input: 17 person-months
- Work Mode: Fully on-site (Cñar province)
- Qualifications:
- Bachelor's degree in agriculture, veterinary science or similar; Master’s in agribusiness is desirable
- Minimum 4 years of field experience in nature-positive agriculture, organic farming, eco-tourism, or rural livelihoods
- 3 years of support to SMMEs in production, value chains, or sustainable business
- 6 years of experience in the Andean Highlands, 2 years in development cooperation, and 2 years working with GAD
- Fluency in Spanish (C2); basic English (A2)
4. National Advisor on Green Finance and Business Models
- Input: 22 person-months
- Work Mode: Remote (with periodic missions to Ecuador)
- Qualifications:
- Master's degree in green finance, environmental economics, or sustainability management
- Minimum 5 years of experience in developing and implementing green finance products and investment models
- 4 years in capacity building for green finance, resource mobilization and project proposal development
- 2 years of international experience (outside Ecuador)
- 6 years of experience in the Andean Highlands, including 3 years in Ecuador
- 2 years of experience in development cooperation, and 2 years in communication or educommunication campaigns
- 2 years in project financial/budget management
- Fluency in Spanish (C2) and English (B2)
Short-Term Expert Pools (Various Inputs)
Indicative profiles include:
- MRV experts (carbon, water, biodiversity monitoring)
- Wetland restoration planners and Ramsar specialists
- Social marketing and communications consultants
- Experts in digital financial tools and modelling for nature-positive SMEs
Work Mode: Remote or hybrid with occasional travel
Inputs: Vary per assignment (1 to 4 person-months)
Target Areas and Stakeholders
- Focus Provinces: Cotopaxi, Tungurahua, Chimborazo, Cñar, Bolívar, Azuay
- Target Groups: Indigenous communities, women-led producer groups, local governments, diaspora networks
- Key Sites: Ramsar wetlands, ecological corridors, protected areas and buffer zones
